feat: add annotation option to PDF to image (#4365) 
## Summary
- add optional flag to include PDF annotations when converting to images
- expose annotation option via API model and UI checkbox
- add translation for annotation option

## Testing
- `./gradlew spotlessApply`
- `./gradlew build`
