7f9f052be4 Ubuntu 16.04 LTS requires dmsetup for Docker to install 
Docker may hang during installation when the `dmsetup` package
is not installed on Ubuntu 16.04. For more information, see the
Docker bug report docker/docker#23347

Add var to customize docker pkg state 
By default var will be `present` to do not break legacy.
