docs: Metrics tag openapi docs (#3572)
I've copied most of the descriptions from what we did for batch metrics
under the Edge tag, however there are a couple of top level descriptions
that are "fine" but I'm definitely open to suggestions.

task: removes deprecated feature api (#3609)
### What
We've had this marked as deprecated through our v4, this PR removes it.

### Worth noting
This updates the deprecation notices with removal notices in the
documentation as well.

### Considerations
The tags API is still located under
/api/admin/features/{featureName}/tags. It should be moved to
/api/admin/projects/{project}/features/{featureName}/tags. I vote we do
that in a separate PR, we'd probably also need to deprecate the existing
tags endpoints for v5 and remove in v6. We could use 308s to signify
that they are moved.

feat: unify error responses (#3607)
This PR implements the first version of a suggested unification (and
documentation) of the errors that we return from the API today.

The goal is for this to be the first step towards the error type defined
in this internal [linear
task](https://linear.app/unleash/issue/1-629/define-the-error-type
'Define the new API error type').

## The state of things today

As things stand, we currently have no (or **very** little) documentation
of the errors that are returned from the API. We mention error codes,
but never what the errors may contain.

Second, there is no specified format for errors, so what they return is
arbitrary, and based on ... Who knows? As a result, we have multiple
different errors returned by the API depending on what operation you're
trying to do. What's more, with OpenAPI validation in the mix, it's
absolutely possible for you to get two completely different error
objects for operations to the same endpoint.

Third, the errors we do return are usually pretty vague and don't really
provide any real help to the user. "You don't have the right
permissions". Great. Well what permissions do I need? And how would I
know? "BadDataError". Sick. Why is it bad?

... You get it.

## What we want to achieve

The ultimate goal is for error messages to serve both humans and
machines. When the user provides bad data, we should tell them what
parts of the data are bad and what they can do to fix it. When they
don't have the right permissions, we should tell them what permissions
they need.

Additionally, it would be nice if we could provide an ID for each error
instance, so that you (or an admin) can look through the logs and locate
he incident.

## What's included in **this** PR?

This PR does not aim to implement everything above. It's not intended to
magically fix everything. Its goal is to implement the necessary
**breaking** changes, so that they can be included in v5. Changing error
messages is a slightly grayer area than changing APIs directly, but
changing the format is definitely something I'd consider breaking.

So this PR:

- defines a minimal version of the error type defined in the [API error
definition linear
task](https://linear.app/unleash/issue/1-629/define-the-error-type).
- aims to catch all errors we return today and wrap them in the error
type
-   updates tests to match the new expectations.

An important point: because we are cutting v5 very soon and because work
for this wasn't started until last week, the code here isn't necessarily
very polished. But it doesn't need to be. The internals can be as messy
as we want, as long as the API surface is stable.

That said, I'm very open to feedback about design and code completeness,
etc, but this has intentionally been done quickly.

Please also see my inline comments on the changes for more specific
details.

### Proposed follow-ups

As mentioned, this is the first step to implementing the error type. The
public API error type only exposes `id`, `name`, and `message`. This is
barely any more than most of the previous messages, but they are now all
using the same format. Any additional properties, such as `suggestion`,
`help`, `documentationLink` etc can be added as features without
breaking the current format. This is an intentional limitation of this
PR.

Regarding additional properties: there are some error responses that
must contain extra properties. Some of these are documented in the types
of the new error constructor, but not all. This includes `path` and
`type` properties on 401 errors, `details` on validation errors, and
more.

Also, because it was put together quickly, I don't yet know exactly how
we (as developers) would **prefer** to use these new error messages
within the code, so the internal API (the new type, name, etc), is just
a suggestion. This can evolve naturally over time if (based on feedback
and experience) without changing the public API.

## Returning multiple errors

Most of the time when we return errors today, we only return a single
error (even if many things are wrong). AJV, the OpenAPI integration we
use does have a setting that allows it to return all errors in a request
instead of a single one. I suggest we turn that on, but that we do it in
a separate PR (because it updates a number of other snapshots).

When returning errors that point to `details`, the objects in the
`details` now contain a new `description` property. This "deprecates"
the `message` property. Due to our general deprecation policy, this
should be kept around for another full major and can be removed in v6.

This PR checks the existence of the feature before trying to get tags
for the feature. Doing so by stealing the exists method from the feature
store, since that's what we need to know exists, and avoiding having the
feature store as a dependency to the featureTagStore seemed reasonable.

OpenAPI: addon operations (#3421)
This PR updates the OpenAPI schemas for all the operations tagged with
"addons". In doing so, I also uncovered a few bugs and inconsistencies.
These have also been fixed.

## Changes

I've added inline comments to the changed files to call out anything
that I think is worth clarifying specifically. As an overall
description, this PR does the following:

Splits `addon-schema` into `addon-schema` and
`addon-create-update-schema`. The former is used when describing addons
that exist within Unleash and contain IDs and `created_at` timestamps.
The latter is used when creating or updating addons.

Adds examples and descriptions to all relevant schemas (and their
dependencies).

Updates addons operations descriptions and response codes (including the
recently introduced 413 and 415).

Fixes a bug where the server would crash if it didn't recognize the
addon provider (test added).

Fixes a bug where updating an addon wouldn't return anything, even if
the API said that it would. (test added)

Resolves some inconsistencies in handling of addon description. (tests
added)

### Addon descriptions

when creating addons, descriptions are optional. The original
`addonSchema` said they could be `null | string | undefined`. This
caused some inconsistencies in return values. Sometimes they were
returned, other times not. I've made it so that `descriptions` are now
always returned from the API. If it's not defined or if it's set to
`null`, the API will return `description: null`.

### `IAddonDto`

`IAddonDto`, the type we used internally to model the incoming addons
(for create and update) says that `description` is required. This hasn't
been true at least since we introduced OpenAPI schemas. As such, the
update and insert methods that the service uses were incompatible with
the **actual** data that we require.

I've changed the type to reflect reality for now. Assuming the tests
pass, this **should** all be good, but I'd like the reviewer(s) to give
this a think too.

feat: add PAT kill switch (#3454)
## Add the ability to disable Personal Access Tokens (PAT) admin API

This PR disables PAT admin endpoints so it's not possible to create or
get PATs the kill switch is enabled, the UI is hidden but the existing
PATs will continue to work if they were created before. The delete
endpoint still works allowing an admin to delete old PATs

By default the kill switch is disabled (i.e. PAT is enabled by default)

task: changing variants blocked by cr (#2966)
## About the changes
This PR adds two new functions that is protected by CR. When used
instead of the current setVariantOnEnv and setVariantsOnEnv if the flag
UNLEASH_EXPERIMENTAL_CR_ON_VARIANTS is set, the call is blocked. This
leaves the old functions, which is used from the CR flow in place, and
adds new methods protected by CR.

Also adds e2e tests verifying that the methods will block requests if CR
is enabled for project:environment pair, as well as not block if CR is
not enabled. Tests already in place should confirm that the default
flow, without the flag enabled just works.

Builds on top of https://github.com/Unleash/unleash/pull/2917 by moving
the responsibility of handling both account types from `users` to
`accounts`.

Ideally:
 - `users` - Should only handle users;
 - `service-accounts` - Should only handle service accounts;
 - `accounts` - Should handle any type of account;

This should hopefully also provide a good building block in case we
later decide to refactor this further down the `accounts` path.

refactor/clean-up-get-project (#2925)
This PR moves the getProjectOverview method out from the project health
controller. It doesn't make sense that this method lives here anymore,
as over time it has grown into method that relays all information about
a single project. It makes more sense that this now lives on the root of
the project api. Also removes unwanted duplication of getProjectOverview
from the project-service and the project-health-service.

Makes SAs behave more like users. 

Even though they share the same `users` database table, the `is_service`
column distinguishes them. This PR makes the distinction a bit less
obvious by not filtering out SAs for some methods in the user store,
returning both account types and their respective account type
information so we can handle them properly on the UI.

We felt like this was a good enough approach for now, and a decent
compromise to move SAs forward. In the future, we may want to make a
full refactor with the `accounts` concept in mind, which we've
experimented with in the
[accounts-refactoring](https://github.com/Unleash/unleash/tree/accounts-refactoring)
branches (both OSS and Enterprise).

perf: Simplify queries to prometheus (#2706)

This PR improves our queries to Prometheus (instead of making multiple queries do only one) and improves the UI and the code. 

The reports aggregate all HTTP methods (GET, POST, PUT, DELETE, OPTIONS, HEAD and PATCH) without distinction under the same "endpoint" (a relative path inside unleash up to a certain depth)

feature: add query support to features endpoint (#2693)
## About the changes
The deprecated /api/admin/features endpoint supported querying with tag
and namePrefix parameters.

This PR adds this functionality to
/api/admin/projects/<project>/features as well, allowing to replicate
queries that used to work.

## Discussion points
I'm extending our query parameters support for
/api/admin/projects/<projectId>/features endpoint. This will be
reflected in our open-api spec, so I also made an
adminFeaturesQuerySchema for this.

Also, very open for something similar to what we did for the modifyQuery
for the archived parameter, but couldn't come up with a good way to
support subselects using the query builder, it just ended up blowing the
stack. If anyone has a suggestion, I'm all ears.

feat: first draft of chart for instance traffic in frontend (#2670)

We've already added the backend for this. This is the initial work for
drawing a chart for instance traffic in the frontend. It requires the environment variable `PROMETHEUS_API` set to a valid prometheus-query-language (promql) supported backend, such as Prometheus itself or Victoria Metrics. Besides, at the moment we're hiding this functionality behind the flag `UNLEASH_EXPERIMENTAL_NETWORK_VIEW` which has to be set to true

Fix/remove settings cache (#2694)
In this PR we remove the general SettingService cache, as it will not
work across multiple horizontal unleash instances, events are not
published across.

We also fix the CORS origin to: 
- Access-Control-Allow-Origin set to "*" if no Origin is configured
- Access-Control-Allow-Origin set to "*" if any Origin is configured to
"*"
- - Access-Control-Allow-Origin set to array and have the "cors"
middleware to return an exact match on the user provided Origin.

Fix PATCH variants (old endpoint) when variants per environment are enabled (#2591)
## About the changes
This PR addresses some issues when working with variants after migrating
to variants per environment.

**Problem:** since PATCH
`/api/admin/projects/default/features/${featureName}/variants` does not
take into account `featureEnvironments`, when variantsPerEnvironment
gets enabled, this method will override the variants in other
environments (i.e. not doing a patch). This method has to be maintained
because of backward compatibility but it has to be adapted to deal with
variants per environment

Fix(export API): accept true and false as param values (#2349)
## What

This PR updates the `paramToBool` function to first check whether the
incoming argument is a boolean. This fixes the bug where using `true` or
`false` (e.g. `Strategies=false`) in the query would cause the server to
crash.

I've also added a test case to check for these values.

## Why

While working on the import/export API docs, I noticed that using
`false` in an export request caused the server to crash.

As we want to allow `true` and `false` (and use these values in the
documentation), we should ensure that they work as expected.

## Background

It's likely that this bug was introduced when we added the new OpenAPI
query parameters to the export endpoint. Because of the way that the
OpenAPI service we use does conversion, we now get `true` and `false`
converted to actual boolean values instead of strings. The `paramToBool`
function didn't account for that previously, which is why it caused the
server to crash.

Fix: validate that the project is correct when getting feature by project (#2344)
## What

This PR fixes a bug where fetching a feature toggle via the
`/api/admin/projects/:projectId/features/:featureName` endpoint doesn't
validate that the feature belongs to the provided project. The same
thing applies to the archive functionality. This has also been fixed.

In doing so, it also adds corresponding tests to check for edge cases,
updates the 403 error response we use to provide clearer steps for the
user, and adds more error responses to the OpenAPI documentation.

## Why

As mentioned in #2337, it's unexpected that the provided project
shouldn't matter at all, and after discussions internally, it was also
discovered that this was never intended to be the case.

## Discussion points

It might be worth rethinking this for Unleash v5. Why does the features
API need the projects part at all when features are unique across the
entire instance? Would it be worth reverting to a simpler feature API
later or would that introduce issues with regards to how different
projects can have different active environments and so on?

### Further improvements

I have _not_ provided schemas for the error responses for the endpoints
at this time. I considered it, but because it would introduce new schema
code, more tests, etc, I decided to leave it for later. There's a
thorough OpenAPI walkthrough coming up, so I think it makes sense to do
it as part of that work instead. I am happy to be challenged on this,
however, and will implement it if you think it's better.

### Why 403 when the project is wrong?

We could also have used the 404 status code for when the feature exists
but doesn't belong to this project, but this would require more (and
more complex) code. We also already use 403 for cases like this for
post, patch, and put. Finally, the [HTTP spec's section on the 403
status code](https://httpwg.org/specs/rfc9110.html#status.403) says the
following (emphasis mine):

> The 403 (Forbidden) status code indicates that the server
**_understood the request but refuses to fulfill it_**. A server that
wishes to make public why the request has been forbidden can describe
that reason in the response content (if any).
>
> If authentication credentials were provided in the request, the server
considers them insufficient to grant access. The client SHOULD NOT
automatically repeat the request with the same credentials. The client
MAY repeat the request with new or different credentials. However, **_a
request might be forbidden for reasons unrelated to the credentials_**.

As such, I think using 403 makes sense in this case.

#1391: ensure all tags are valid (#2124)
## What

This PR does two things:

1. Add tests to ensure that all OpenAPI tags are listed in the root-level `tags` property of the spec.
2. Changes the tags for endpoints that use any of the deprecated tags (specifically `admin`).

## Why

When we moved to using the docusaurus OpenAPI doc generator, we made some changes to existing tags. Moving away from having just 'admin', 'client', and one or two more, we now use a more granular system, which makes it easier to find an endpoint by category.

However, there's currently nothing enforcing this and this bit of knowledge hasn't been clearly communicated to anyone. Because of this, we have some endpoints that are currently just grouped under a general 'admin' tag.

This has two drawbacks:

-   In Swagger UI, all these endpoints are grouped together. This means that they break with the expectation that each endpoint has its own category. Further, being lumped together means that the 'admin' group is hard to read.
-   The 'admin' tag is (on purpose) not included in the root-level `tags` property of the generated OpenAPI spec. This means that the OpenAPI docusaurus generator doesn't pick up those endpoints, which means that they're not included in the docs on docs.getunleash.io.

## How

By implementing tests that:

1. Check that the tags included in the spec are a subset of the "approved" tags

2. By checking each path in the OpenAPI spec and making sure that all its tags are listed in the root-level tag list. If this is not the case, the test fails and it logs an error explaining what is wrong to the console. An example of such a message is:

openapi: improve validation testing (#2058)
## What

This PR adds an extra layer of OpenAPI validation testing to what we already have. It also fixes any issues that make the new tests fail.

## Why

While the current OpenAPI validation takes care of _some_ things, there's also things it misses, as shown by #2055. By adding the OpenAPI Enforcer package, we should hopefully be able to catch more of these errors in the future. The enforcer _does_ flag the issue in #2055 as an error.

## How

By adding the OpenAPI Enforcer package and making whatever changes it picks up on.

By adding location headers to all our 201 endpoints. I also had to change some signatures on `create` store methods so that they actually return something (a lot of them just returned `void`).

## Discussion points

### Code changes

Some of the code changes may not be necessary or we may want to change more code to align with what changes have been done. It may be worth standardizing on a pattern for `*store.create` methods, so that they always return an identifier or the stored object, for instance.

### On relative URIs

The 201 location headers use relative URIs to point to the created resources. This seemed to be the easiest way to me, as we don't need to worry about figuring out what the absolute URL of the instance is (though we could probably just concat it to the request URI?). The algorithm for determining relative URIs is described in [RFC 3986 section 5](https://www.rfc-editor.org/rfc/rfc3986#section-5).

There's also some places where I'm not sure we _can_ provide accurate location url. I think they're supposed to point _directly at_ whatever the resource is, but for some resources (such as api tokens), you can only get it as part of a collection. From [RFC 9110 on the location field](https://httpwg.org/specs/rfc9110.html#field.location) (emphasis mine):

> the Location header field in a [201 (Created)](https://httpwg.org/specs/rfc9110.html#status.201) response is supposed to provide a URI that is **specific** to the created resource.

A link to a collection is not specific. I'm not sure what best to do about this.

### Unfinished business

I've added some juicy comments to some of the files here. They contain non-blocking issues that I'm tracking (via github issues). We should resolve them in the future, but right now they can stay as they are.

We don't provide many patch endpoints, so we _could_ create separate
patch operation objects for each one. I think that makes sense to do

better than what we had before.

* Refactor: make tests easier to read

* #1391: use enum for valid token types

This was previously only a description. This may seem like a breaking
change because OpenAPI would previously accept any string. However,
Joi also performs validation on this, so invalid values wouldn't work
previously either.

* #1391: Comment out default parameter values for now

This isn't the _right_ way, but it's the pragmatic solution. It's not
a big deal and this works as a stopgap solution.

This reverts commit 0dd5d0faa1.

Turns out we need to allow much more than just objects and arrays.
I'll leave this as is for now.
