Follows up on https://github.com/Unleash/unleash/pull/4853 to add Biome
to the frontend as well.

Added a few `biome-ignore` to speed up the process but we may want to
check and fix them in the future.

fix: improve drag behaviour when using handle ( #2407 )

Fixes a small bug that caused the item to be draggable when clicking
outside of the handle, when using a handle. Basically resets the
draggable state when (re)entering the container.
