Internally token types are still identified as CLIENT, therefore when we
filter the ones we're allowed to see, we should still consider them as
CLIENT tokens not BACKEND tokens. This is internal until we can fully
remove CLIENT with the next major.
This PR deprecates `CLIENT` api token type in favor of `BACKEND` but
both will continue working.
Also replaces:
- `INIT_CLIENT_API_TOKENS` with `INIT_BACKEND_API_TOKENS`. The former is
kept for backward compatibility.
We're migrating to ESM, which will allow us to import the latest
versions of our dependencies.

If you have SDK tokens scoped to projects that are deleted, you should
not get access to any flags with those.

I've tried to use/add the audit info to all events I could see/find.
This makes this PR necessarily huge, because we do store quite a few
events.
I realise it might not be complete yet, but tests
run green, and I think we now have a pattern to follow for other events.
## About the changes
getAllActive from api-tokens store is the second most frequent query

To prevent starving our db connections, we can cache this data that
rarely changes and clear the cache when we see changes. Because we will
only clear changes in the node receiving the change we're only caching
the data for 1 minute.
This should give us some room to test if this solution will work

## About the changes
Whenever we get a call from an admin token we want to associate it with
the [admin token
user](4d42093a07/src/lib/types/core.ts (L34-L41)).
This should give us the needed audit for this type of calls that
currently were lacking a user id (we only stored a string with the token
name in the event log).
We consciously decided not to use `id` as the property to prevent any
unforeseen side effects. The reason is that only `IUser` type has an id
and adding an id to `IApiUser` might lead to confusion.
Lots of work here, mostly because I didn't want to turn off the
`noImplicitAnyLet` lint. This PR tries its best to type all the untyped
lets biome complained about (Don't ask me how many hours that took or
how many lints that was >200...), which in the future will force test
authors to actually type their global variables setup in `beforeAll`.

### What
Adds `createdByUserId` to all events exposed by unleash. In addition
this PR updates all tests and usages of the methods in this codebase to
include the required number.
## About the changes
This enables us to use names instead of permission ids across all our
APIs at the computational cost of searching for the ids in the DB but
improving the API user experience
## Open topics
We're using methods that are test-only and circumvent our business
logic. This makes our test to rely on assumptions that are not always
true because these assumptions are not validated frequently.
i.e. We are expecting that after removing a permission it's no longer
there, but to test this, the permission has to be there before:
78273e4ff3/src/test/e2e/services/access-service.e2e.test.ts (L367-L375)
But it seems that's not the case.
We'll look into improving this later.
## What
As part of the move to enable custom-root-roles, our permissions model
was found to not be granular enough to allow service accounts to only be
allowed to create read-only tokens (client, frontend), but not be
allowed to create admin tokens to avoid opening up a path for privilege
escalation.
## How
This PR adds 12 new roles, a CRUD set for each of the three token types
(admin, client, frontend). To access the `/api/admin/api-tokens`
endpoints you will still need the existing permission (CREATE_API_TOKEN,
DELETE_API_TOKEN, READ_API_TOKEN, UPDATE_API_TOKEN). Once this PR has
been merged the token type you're modifying will also be checked, so if
you're trying to create a CLIENT api-token, you will need
`CREATE_API_TOKEN` and `CREATE_CLIENT_API_TOKEN` permissions. If the
user performing the create call does not have these two permissions or
the `ADMIN` permission, the creation will be rejected with a `403 -
FORBIDDEN` status.
### Discussion points
The test suite tests all operations using a token with
operation_CLIENT_API_TOKEN permission and verifies that it fails trying
to do any of the operations against FRONTEND and ADMIN tokens. During
development the operation_FRONTEND_API_TOKEN and
operation_ADMIN_API_TOKEN permission has also been tested in the same
way. I wonder if it's worth it to re-add these tests in order to verify
that the permission checker works for all operations, or if this is
enough. Since we're running them using e2e tests, I've removed them for
now, to avoid hogging too much processing time.
