chore: add no unused imports biome rule ( #5855 )

Adds a Biome rule for "no unused imports", which is something we
sometimes have trouble catching.
We're adding this as a warning for now. It is safely and easily fixable
with `yarn lint:fix`.

refactor: rename message banners to banners ( #5098 )

This renames "message banners" to "banners".
I also added support for external banners coming from a `banner` flag
instead of only `messageBanner` flag, so we can eventually migrate to
the new one in the future if we want.
