This PR adds:
* Keyboard events
* Boxshadow
* Filtering by unread notifications
* Increases smartness for logic around when to prompt whether or not the
functionality is useful
This PR adds more capabilities to the notification UI. Including:
* Displaying new notification types
* Update visual expression based on whether it's read or not
* Mark items as read
* Follow the items link to go to the notification destination
* Cleanup and styled components
Initial draft for notifications UI behind a feature flag. I'd like to
get this merged because the PR is cluttered by open api generation. In
the next PR I will:
* Clean up the SX and introduce styled components
* Add a component for single notifications and implement the
notification list
This PR decouples the forms for creating API tokens and project level
API tokens. The point of having a hook that provides the functionality
for the form is that we can create specific forms that take care of
implementing the logic needed for that form instead of having one form
serving multiple use cases.

## About the changes
Promoted experimental networkView flag into a configuration that relies
on prometheusApi being configured.
Also, a follow-up on https://github.com/Unleash/unleash/pull/3054 moving
this code to enterprise because it doesn't make sense to maintain this
code in OSS where it's not being used.

When checking for permissions we have 2 methods, one that is not change
request aware and one that is. We were using the one that is not aware
of CR while the feature we developed is aware of CR.

This PR fixes two problems:
(1) The initial redirect put us into an infinite loop when redirecting,
because trying to go back to the root would always trigger the initial
redirect component. Throwing you back to project screen.
(2) Using UI config in the useLastViewedProject to get the basePath
introduced a race condition where you needed data from the uiConfig in
order to fetch the correct key from local storage. The fix here was to
use the basePath coded into the HTML file, so we can synchronously
retrieve the correct key at startup.
