chore: add verbose logs to AWS IAM auth logic, add DB access checker (#10635)

Adds verbose logs to our new AWS IAM DB auth logic. Also adds a DB
access checker that runs before our migrator and fails fast in case
something is wrong with DB access.

This should not affect the regular auth path.

chore: Export IClientInstance from server-impl. (#10354)
This type wasn't available in enterprise, so I'm adding it to serer-impl
to make it available.

I was a little unsure whether this would be an implementation detail
that we shouldn't expose in server-impl, but comparing it with the other
things we export (`applyGenericQueryParams`, `flattenPayload`,
`basePaginationParameters`), that seems to be fine. I'm guessing this
isn't the main public export? Or it is, and we just don't care 🤷

fix: double token initialization (#9783)
## About the changes
Initially at Unleash we started using `process.nextTick` inside
constructors to delay initialization of services.
Later we stared using a pattern where we instantiate services multiple
times.
The problem is the first pattern implies we have singleton services,
while the second pattern breaks the singleton.

There are reasons for both patterns, but we've decided that
`process.nextTick` inside constructors is not something we want to keep
as it creates side effects from creating objects. Instead this PR
proposes a more explicit approach.

Fixes #9775

## About the changes

Removes the deprecated state endpoint, state-service (despite the
service itself not having been marked as deprecated), and the file
import in server-impl. Leaves a TODO in place of where file import was
as traces for a replacement file import based on the new import/export
functionality

Feat/configure scheduled created by migration (#6821)
## About the changes

- Removes the feature flag for the created_by migrations.
- Adds a configuration option in IServerOption for
`ENABLE_SCHEDULED_CREATED_BY_MIGRATION` that defaults to `false`
- the new configuration option when set on startup enables scheduling of
the two created_by migration services (features+events)
- Removes the dependency on flag provider in EventStore as it's no
longer needed
- Adds a brief description of the new configuration option in
`configuring-unleash.md`
- Sets the events created_by migration interval to 15 minutes, up from
2.

feat: Added shutdown hook option (#6585)
An entrypoint for enterprise to register a hook which will be called
before the database and scheduler services are torn down. That way
enterprise can also perform graceful shutdown.

Unleash based on the last 7 days information:

Instead of getting all stats, just calculate appCount statistics

Use scheduler service instead of setInterval

fix: scheduler job runtime control (#5363)

Refactor with the goal of ensuring that flags are runtime controllable,
mostly focused on the current scheduler logic.

This includes the following changes:
 - Moves scheduler into its own "scheduler" feature folder
- Reverts dependency: SchedulerService takes in the MaintenanceService,
not the other way around
- Scheduler now evaluates maintenance mode at runtime instead of relying
only on its mode state (active / paused)
- Favors flag checks to happen inside the scheduled methods, instead of
controlling whether the method is scheduled at all (favor runtime over
startup)
 - Moves "account last seen update" to scheduler
 - Updates tests accordingly
 - Boyscouting

Here's a manual test showing this behavior, where my local instance was
controlled by a remote instance. Whenever I toggle `maintenanceMode`
through a flag remotely, my scheduled functions stop running:

Had a look through all of our current flags and it *seems to me* that
they are all used in a runtime controllable way, but would still feel
more comfortable if this was double checked, since it can be complex to
ensure this.

The only exception to this was `migrationLock`, which I believe is OK,
since the migration only happens at the start anyways.

## Discussion / Questions

~~Scheduler `mode` (active / paused) is currently not *really* being
used, along with its respective methods, except in tests. I think this
could be a potential footgun. Should we remove it in favor of only
controlling the scheduler state through maintenance mode?~~ Addressed in
7c52e3f638

~~The config property `disableScheduler` is still a startup
configuration, but perhaps that makes sense to leave as is?~~

Identified some `setInterval` and `setTimeout` that may make sense to
leave as is instead of moving over to the scheduler service:

Should this be refactored to a service instead and adapt these
setIntervals to use the scheduler instead? Is there anything special
with this we need to take into account? @chriswk @ivarconr~~

## About the changes
Unleash version should be the one best representing its runtime. In this
regard, enterpriseVersion trumps unleash-server version.

This version is the one that's sent as part of our metrics.

function will be invoked whenever a feature is mutated. The possible
values for `event` are `'feature-created'`, `'feature-archived'` and
`'feature-revived'`. The `data` argument contains information about the
mutation. Its fields are `type` (string) - the event type (same as
`event`); `createdBy` (string) - the user who performed the mutation;
`data` - the contents of the change. The contents in `data` differs
based on the event type; For `'feature-archived'` and
`'feature-revived'`, the only field will be `name` - the name of the
feature. For `'feature-created'` the data follows a schema defined in
the code

Fix/remove settings cache (#2694)
In this PR we remove the general SettingService cache, as it will not
work across multiple horizontal unleash instances, events are not
published across.

We also fix the CORS origin to: 
- Access-Control-Allow-Origin set to "*" if no Origin is configured
- Access-Control-Allow-Origin set to "*" if any Origin is configured to
"*"
- - Access-Control-Allow-Origin set to array and have the "cors"
middleware to return an exact match on the user provided Origin.
