Thomas Heartman e2bb894f68 feat(1-3878)/diffable segment changes (#10234) ... Adds change / view diff tab buttons to segment changes too. Extracts the tab definitions and stylings into its own file so that it's easier to share across CR change components. Moves the old segment change details into the legacy segment change file.
