Ludy a284dbfc15 Update CODEOWNERS for backend and frontend (#5415) ...

# Description of Changes

This pull request updates the `.github/CODEOWNERS` file to reflect
changes in code ownership. The main updates are the addition of
`@balazs-szucs` as a code owner for several directories and some cleanup
of existing owner assignments.

Ownership updates:

* Added `@balazs-szucs` as a code owner for `/app/**`, `/frontend/**`,
`/app/core/src/main/resources/static/**`, and `/.github/**`.

Cleanup:

* Removed duplicate owner from `/docker/backend/**` entry.
