## About the changes
This transactional implementation decorates a service with a
transactional method that removes the need to start transactions in the
method using the service.
This is a gradual rollout with a feature toggle, just because
transactions are not easy.

roles logic and covering some corner cases

This removes the experimental feature flag that defaulted to turn off
telemetry collection
As part of the move to a unified domain this PR updates the default
EMAIL_SENDER to noreply@getunleash.io . Should not be merged/deployed
until we've verified DMARC, DKIM for the new domain.
