Spotted some issues in logs:

In all other events we're doing the following:

So this is just mimicking that to quickly release a patch, but I'll look
into a safer (type-checked) solution so this problem does not happen
again
This PR fixes two issues with events today:
1. Feature toggles "Event log" must include all events, regardless of
the project. This is important as feature toggles may move between
2. Add/remove tags on a feature toggle events should include project id
in order to show up in the project specific event log.
## About the changes
This PR prepares the GA of service accounts: OpenAPI tags, documentation
and flag removal

## What
This change fixes the `generate-docs` workflow, so that they'll run
daily as a cron job. The `schedule` property had been erroneously listed
as a sub-property of the `workflow_dispatch` property.
## Why
The way the docs are set up at the moment, they source a lot of their
content from external repos. As it stands, we don't listen for update
events in all of those external dependencies, so we don't know when they
update. We do still want the docs to be reasonably fresh, though.
So to achieve this, we can run this workflow once a day to make sure
that no docs are more than 24 hours old.

## About the changes
When checking for permissions we have 2 methods, one that is not change
request aware and one that is. We were using the one that is not aware
of CR while the feature we developed is aware of CR.
This PR switches to the correct method and documents the hooks
