feat(i18n): add German translations for CBR/CBZ comic conversion tools (#4597)

# Description of Changes

- Added missing German translations for **CBR ⇄ PDF** and **PDF ⇄ CBR**
conversions.
- Improved and localized existing CBZ translation strings for better
consistency.
- Added new UI labels such as optimization hints and DPI explanations
for comic-related tools.
