chore: Updates change request sidebar to remove env/cloud icon (#9577)
Removes the cloud icon in the change request env header to better align
with the new env headers in the flag environment overview.

Also hides strategy variants in favor of using the new strategy
execution component.

As a bonus: also uses a link component instead of a button for
navigating to the change request page.

With flag enabled:

Chore(1-3449): release plans in strategy env (#9441)
Use new design for release plans in flag environments.

- Move old ReleasePlanMilestone into Legacy file and update imports
- In the new version, use the same strategy list and item as in the
general strategy list and milestone template creation (components to be
extracted in the future)
- Fix an issue with the border being obscured by overflow by hiding
overflow

refactor: strategy draggable item is now proj/env agnostic (#9411)
Updates `StrategyDraggableItem` (and `StrategyItem`) to be project/env
agnostic. They now instead expect you to pass in the required header
items (CR badges, strategy actions) at the call site. Updates their
usage in the feature env accordion, and the release plan card.

All components that have been updated are part of the new overview
rework. The legacy components (which are used when the flag is off)
remain untouched.

Also makes a few small tweaks explained in inline comments.

chore: new add release plan dialog (#9389)
https://linear.app/unleash/issue/2-3249/adding-a-release-plan-to-a-non-cr-environment-feels-too-immediate

This adds a new confirmation / preview dialog when adding a release
plan.

What's cool about it is that it will describe what will happen before
you confirm. It also acts as the "add to CR" dialog, so we now only have
1 dialog instead of 2 separate ones.

This also refactors quite a bit of our code here, hopefully simplifying
it.

chore(unl-204): remove uses of toast text and confetti (#8941)
As of PR #8935, we no longer support both text and title, and confetti
has been removed.

This PR:
- removes `confetti` from the toast interface
- merges `text` and `title` into `text` and updates its uses across the
codebase.
- readjusts the text where necessary.

1-3122: refetch CR notifs on actions (#8767)
Refetch actionable change requests whenever you perform an action on a
change request. This ensures that the change request notifications are
up-to-date for you. Of course, it can still get out of sync if someone
else performs an action on the change request, but that's more of an
edge case.

refactor: introduce a highlight reusable component (#8643)
Follow-up to: https://github.com/Unleash/unleash/pull/8642

Introduces a reusable `Highlight` component that leverages the Context
API pattern, enabling highlight effects to be triggered from anywhere in
the application.

This update refactors the existing highlight effect in the event
timeline to use the new Highlight component and extends the
functionality to include the Unleash AI experiment, triggered by its
entry in the "New in Unleash" section.

fix: invalid spreading of keys into table rows everywhere (#8551)
This commit fixes invalid prop spreading warnings in all the table rows
I could find through a quick search in the code base.

The issue is that you can't spread the "key" prop into a component. It
*must* be an explicit prop.

The process is the same everywhere:
1. Instead of spreading `row.getRowProps()` into the component, we
extract and split it: `const {key, ...rowProps} = row.getRowProps()`.
2. Do the same thing for cellProps.

feat: upgrade from react v17 to v18 (#7265)
**Upgrade to React v18 for Unleash v6. Here's why I think it's a good
time to do it:**
- Command Bar project: We've begun work on the command bar project, and
there's a fantastic library we want to use. However, it requires React
v18 support.
- Straightforward Upgrade: I took a look at the upgrade guide
https://react.dev/blog/2022/03/08/react-18-upgrade-guide and it seems
fairly straightforward. In fact, I was able to get React v18 running
with minimal changes in just 10 minutes!
- Dropping IE Support: React v18 no longer supports Internet Explorer
(IE), which is no longer supported by Microsoft as of June 15, 2022.
Upgrading to v18 in v6 would be a good way to align with this change.

TS updates:
* FC children has to be explicit:
https://stackoverflow.com/questions/71788254/react-18-typescript-children-fc
* forcing version 18 types in resolutions:
https://sentry.io/answers/type-is-not-assignable-to-type-reactnode/

Test updates:
* fixing SWR issue that we have always had but it manifests more in new
React (https://github.com/vercel/swr/issues/2373)

fix: sort segments before comparing in cr diff calculations (#7202)
This change fixes a bug where we would show the list of segments as
changed (causing a conflict) if their order wasn't the same in the
change as in the original.

By sorting the segments before comparing them, we can avoid this issue.

To avoid modifying the objects that are passed in (in case that has
knock-on effects anywhere), we copy the objects. And because `toSorted`
"only" has about 89% coverage now, I chose to use `sort` and spread the
arrays instead.

fix: icon imports (#6499)
Based on this article:
https://mui.com/material-ui/guides/minimizing-bundle-size/ importing
from `'@mui/icons-material'` instead of specifying the actual path to
the icon like `import Delete from '@mui/icons-material/Delete';` can be
up to six time slower. This change changes all named imports in Unleash
referencing the `@mui/icons-material` to default imports.

This reduced the amount of modules we had to process when building the
frontend from 15206 to 4746

fix: generalize multi action button (#6294)
This PR moves the CR specific logic out of the MultiActionButton and
generalises so that we can re-use it across the application. The CR
specific logic is moved into:

This fixes a bug where multi action button would be disabled if you

feat: show info on what would be deleted (#6235)
This PR updates the way we show deleted strategies in the CR UI. Instead
of showing just the strategy name and a diff on hover, we show the same
strategy config as we do for new and updated strategies.

This makes it easier to see what you have deleted.

In doing so, it also fixes two issues:
1. inconsistent border radius for segment changes listed. Due to an
override in `frontend/src/themes/theme.ts`, these would get a border
radius of `theme.shape.borderRadiusLarge` instead of
`theme.shape.borderRadiusMedium`. It does this by adding a class and
making the selector more specific.
2. The background was unset for the strategy rollout box and constraint
item boxes.

It looks like this:

<img width="728" alt="image"
src="https://github.com/Unleash/unleash/assets/17786332/7cba28ac-0454-444d-8cfa-f46543ccf2dc">

Or with more kinds of strategies:

preferable.
